Board of Directors
The CSP State Board of Directors is composed of its elected officers, immediate past president, and up to two representatives (state directors) from each of its eight chapters. The Executive Committee is composed of CSP's elected officers, immediate past president, and two chapter representatives, appointed by the President, from the roster of all state directors.

Joan Boragine, CES, CPC, CSP
President
Joan's business career started in Chicago when she joined Century 21 and then RE/MAX Real Estate. Joan quickly became a top producer in an office of 20 Realtors. She had a friend who managed a staffing firm who asked her to do some sales for her part-time. Same principles as real estate – lots of homes, no buyers; lots of jobs, no candidates. You had to make things happen to be successful! 27 years later she is still enjoying the Staffing Industry. Joan's husband was transferred to California in 1980. She joined Madsen Personnel shortly after as a sales person, within 6 months she became a branch manager, then Vice President. Madsen encouraged Joan to become involved in CAPC and CATSS. She was a Vice President of CATSS for a number of years before she was asked to run for President of their San Francisco Chapter. When the two organizations merged to become CSP Joan was asked to be a Vice President of the Golden Gate Chapter, which she did for two years. Joan was later the President of that chapter for two years. She has been on the State Board of Directors for our association for 4 years. In 2005 Joan was Chair of the Owners Only Retreat, which was held at the Sycuan Resort & Casino. Joan started her own staffing business in San Francisco more than 18 years ago. She loves the business and the people in the industry she has met over the years. On a personal note Joan married her husband Frank while she was in college and he was in law school. They have 3 children and 7 grandchildren and, of course, Samantha their Cocker Spaniel.

Judy Lawton, CAC, CSP
1st Vice President/President Elect
In 1985, Judy founded TLC Staffing and has since watched it grow to three branches servicing five professional divisions. In addition to serving as President of TLC Staffing, Judy shares her employment expertise by having served on the Workforce Investment Board, is a past chair, and currently serves on the San Diego Workforce Partnership Board, and the Workforce Advancement Committee, also as past chair. She is active in numerous organizations, including Soroptimist International of San Diego, LEAD San Diego ('94), Women President's Organization and serves on the State and Local Boards of California Staffing Professionals. Judy co-chaired CSP's very successful Owners Only Retreat in 2005, and served as its chair in 2006. She also served as 3rd VP on CSP's State Board and Executive Committee. Judy's many awards include, The National Association of Women Business Owners (NAWBO) "Certificate of Recognition," the San Diego Regional Conference for Women's, "Woman of Distinction," Soroptimist International of San Diego's "Woman of Accomplishment," was recognized as one of San Diego's 100 fastest growing companies in 2005, the recipient of "Women Who Mean Business" award in 2005 and was recognized as one of San Diego's top "50 Woman Owned Businesses" in 2005. |

Mike Binder, CAC
2nd Vice President
Mike started working in the industry in 1985 in the San Francisco office of Key Personnel, the only location. In 1992, Mike and two partners purchased Key Personnel to form K·E·Y Resources, Inc. By 1997 K·E·Y Resources, Inc. was recognized by Inc. Magazine as one of the Top 500 Fastest Growing Privately Held Firms in America. K·E·Y has continued to grow and in 2000 K·E·Y Resources, Inc. was listed as the 10th Largest Staffing Firm in the Bay Area by the San Francisco Business Times. K·E·Y services the Bay Area through their San Francisco, Oakland, Walnut Creek and Fremont locations. Mike has been involved with staffing industry trade groups for approximately eleven years. In 1995 he served as the Vice President of the East Bay Chapter of the California Association of Temporary and Staffing Services (CATSS). Thereafter, Mike served as the President of the Chapter in 1996 and 1997. Mike also participated on the state level of CATSS. From 1998 through 2000, he served as the Treasurer for the Executive State Board. Mike served on the merger committee of California Association of Temporary Staffing Services (CATSS) and California Association of Personnel Consultants (CAPC) resulting in what is now California Staffing Professionals (CSP).

Diane Skullr, CTS, CSP
3rd Vice President
Diane Skullr has been staffing the health care industry for over 20 years, since October 1986. She started as a commission only recruiter with AMDG doing medical executive search/direct hire. She started her own firm, DEC HealthCare Personnel in 1992, and soon added temporary staffing services. In 1996 after merging her firm with her former employer, AMDG, she became president of AMDG, Inc. with a dba of DEC HealthCare Personnel. Diane earned her CTS designation in 1996 and her CSP in 2000. She actively works a placement desk and manages the activity of DEC HealthCare Personnel. She has always been very active in CSP, back to when it was CAPC and has been a member since 1989. She has served on the CSP State Board in previous years as VP, membership chair, and legislative affairs chair, newsletter chair and conference committee chair. Prior to her election to the CSP State Board, on the chapter level (Orange County), she had been state director for 4 years. In 2002, Diane was awarded the prestigious title of CSP “Staffing Professional of the Year.” She is married with 2 children and her daughter-in-law, Angelica, is a successful recruiter at DEC HealthCare Personnel. Diane’s pride and joy is her beautiful new granddaughter.

Heather Leemon-Raboff, CAC, CSP
Secretary
Born and raised in the Property Management industry, Heather spent her first 10 years in a variety of sales, marketing and management positions. During her return to college to complete her degree in architecture, she began her career in Property Management. Looking to move up in her career, she went to a staffing firm as she had done in the past, knowing that's who was able to offer her the best opportunity. She was asked to join their team and began her career in the staffing industry. After only 9 short months of experience she decided to open her own staffing firm. She knew she would require more information and education, therefore she joined CSP. Heather's story is one of the success stories of the benefits that CSP offers to its members. Prior to opening her firm in June of 2003 she networked with CSP members who freely shared their years of experience and support. She also worked diligently to learn this business and earned her CAC in May 2003, and became CSP certified in June 2004. In June of 2003 she was appointed to the Los Angeles Chapter board as Hospitality Chair. In June of 2004 Heather was installed as Vice-President of the chapter, and is its current President. She completely attributes the ongoing success of her firm to the relationships she's made while being an involved member of California Staffing Professionals. |

Craig Knudson, CAC
Treasurer
Craig Knudson has been active in California Staffing Professionals for many years. He has been a board member at both the state and local chapter levels. Craig is no stranger to non profit associations. He has been a past president of the Girls Club of El Cajon and Stepping Stone of San Diego. In addition, he has been a board member of many civic and community associations over the years. Craig is a native of South Dakota and a graduate of the University of South Dakota. Immediately following college, Craig moved to San Diego and has been here most of his life. A banker for most of his years, he has also been an entrepreneur having founded or owned fast food restaurants, a grocery store, equipment leasing company, and money exchanges. He currently owns and operates a staffing company focused on bank, credit union, mortgage, title, and escrow called BancForce Financial Staffing with offices throughout Southern California. |

Karen Carroll, CAC
Chapter Representative
Karen Carroll began her career in the staffing industry over 17 years ago. She spent her first 8 years working in the sales and marketing field for a few different staffing services prior to partnering and opening her company, Premier Personnel. After 7 years as President of Premier Personnel where she managed the sales and marketing, she sold her partnership and decided to venture off and open her own staffing company. In 2003 Karen opened KC Staffing in Ontario, California. Karen’s accomplished career background and respected reputation in the personnel industry has earned her high marks with clients throughout the Inland Empire. A rare dedication to first class service and an innovative approach to solving client staffing challenges have been a cornerstone to her success. Karen has been an active member with CSP for over 10 years. She served as the Vice President of the Inland Empire Chapter from 2004 to 2006 and is now the President of the Inland Empire Chapter for 2007. She also serves at the CSP State level Board of Directors as State Director for the Inland Empire. In 2007 Karen was honored as the Staffing Professional of the Year for the Inland Empire. Networking and the relationships she has made over the years with CSP members has been a great assist to her in growing her company.

Rosanna Medernach, CAC, CSP
Chapter Representative
Rosanna is the Chief Operating Officer, Chief Financial Officer and an owner of Artizen, a $15,000,000 San Carlos based Information Technology and Accounting & Finance Staffing firm. Artizen has been cited as one the fastest growing privately held companies, and/or fastest growing woman owned businesses in the San Francisco Bay Area by the San Francisco Business Times for many years. Rosanna is currently the President of the CSP Golden Gate Chapter. She earned her CAC accreditation in April 2005 and CSP certification in December 2006. Prior to her joining Artizen in 2000, Rosanna worked in the Accounting/Finance field. During her 18 years in the field, she quickly progressed from an individual contributor to management, and ultimately became a CFO. During her last 10 years in the field of Accounting and Finance, she helped lead companies through rapid growth periods in which her companies tripled their revenues within a two-year period after her joining their teams. Her former employers include New West Products, inventors of the spacebag, Esprit De Corp, and Sierra Detroit Diesel Allison, Inc. Rosanna is an alumni of San Francisco State University College of Business. She is also the single mother of three wonderful children ages 17, 16 and 9. She was formerly a Sea Scout and is an involved Brownie Troop co-leader. |

Joe Mackey, CAC, CSP
Immediate Past President
Joe started in the staffing industry in 1981 as the owner of a Norrell Temporary Service franchise in Temple, Texas, his hometown. While employed by a national staffing company he was transferred around the country – Texas, Connecticut, Nevada and California. Later he settled in San Diego and started XL Staffing, Inc. For the past 9 years XL has grown significantly, and his company places candidates in Security, Industrial and Hospitality. Team XL is the combination of two very successful companies. In 2002 XL Security was ranked the #1 fastest growing Privately Owned Company in San Diego. Since then both XL Staffing and XL Security have been ranked in the top 25 every year. Joe is Past President of the San Diego chapter of CSP. Joe has chaired the PAC Committee, as well as co-chair of a very successful conference. He earned his CAC accreditation in 2001 and the CSP from ASA in 2005. Joe attended and played baseball for Baylor University. He was drafted in 1974 by the Montreal Expos and later earned his B.S. degree in education. He taught high school government and coached football and baseball at two Texas high schools. Joe has recently stepped down after serving eight years as the president of the School Board in El Cajon, California. Recently married, he now has five daughters and one granddaughter. |

Lynn Ebro
Executive Director
Lynn has been the Executive Director of California Staffing Professionals since June 1997. She has lived in San Diego since 1989 and for 7 of those early years in San Diego she lived aboard her 55' wooden trawler at various marinas. Prior to CSP Lynn was Vice President at Chase Manhattan Mortgage, managing all branch office relocations, openings and closings west of the Mississippi. She has also been a Realtor in Orange County and, while living in Florida, was Associate Editor and Caribbean Advertising Manager for "Skin Diver Magazine" for 15 years. Lynn is also active with the homeowner's association where she currently lives and has been on their Board of Directors (presently serving as Secretary/Treasurer) for the past three years. Lynn was graduated from UCLA with a Bachelor's degree in English. She lives and works in Ramona, and is the single parent of three wonderful (and very spoiled) dogs. |
